Proof of concept test that I decided to make a bit artistic
probably could have fiddled with the dForce settings and the Iray settings a little more (a bit of translucency on the bag, for example, might make it look more garbage bag like.)
45 frame animated drape. Frames 0-5 were still, then frames 6-30 to get her into pose, and 15 frames for settling.

It actually looks like one of those heavy duty bags that you get for cleaning up construction. For that, I think the translucency is about right. I can't decide if it is a bit too reflective for that type of bag or not. But then again, whenever I use those bags it's usually pretty dusty so I've never really seen a pristine one with fancy lighting
